Minutes for February 18, 2015 Selectmen’s Meeting

Selectmen’s Meeting Agenda


  • Call to Order
The meeting was called to order at 7:00 PM.

Selectman Emery led the recital.



  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes February 11, 2015
Approved 4-0-1



  • Discussion held between 5:00 & 7:00 p.m.
Sarah Bernier, who lives in town, came in with several other people she brought with her to talk about gathering information on a pay-per-bag program for our trash.  She is going to work with Greg Heffernan to get some numbers and will present that to the Board in a few weeks.

Chief Grovo met with the Board.  They had a long discussion about some ongoing issues in the Department.

        In the short amount of time left the Selectmen reviewed payroll and payables.

  • Email from Maine Municipal Association – Re:  Anthem Data Breach – Sign up for Identity Theft Repair & Credit Monitoring
Selectman Burns said the one thing he took away from that is that people have to take the initiative to sign up for the program themselves; Anthem is not going to do that for us.

  • Email from SAD 6 Superintendent’s Office – Re:  MSAD 6 Buildings Closing today (February 18) at 4 PM until Friday (February 20) at 9 AM
  • Email from Blain Cote, Assistant Director York County Emergency Management Agency – Re:  Report Weather Damage


  • Review of Projects and Issues
Selectman Burns reported that the Budget Advisory Committee Meeting was cancelled for last Thursday.  He was in the office yesterday and attended the Budget Committee Meeting here last evening.  He has been reviewing budgets and working on his pieces of the Administrative budget.

Selectman Booker was away on vacation last week.  She came in Tuesday, ran into Selectman Emery and they chatted awhile.  She got caught up on things and went through a big stack of budgets that were on her desk.  Tomorrow she will start working on her pieces of the budget.

Selectman Harmon reported that she talked with a resident about a mailbox issue, attended the Budget Committee Meeting Tuesday night and has been working on the Warrant.

Selectman Emery reported that he came in as much as he could this past week.  He briefly mentioned coming in Tuesday afternoon and spending some time in conversation with Selectman Booker to bring her up to date.

Selectman Harmon said the Board is getting some Department Head budgets and at some point the Board will have to schedule a time to meet with them.

After a brief discussion, the Board decided to schedule a workshop next week to discuss the budgets they have before they meet with the Department Heads.

Board of Selectmen Meeting Wednesday, February 25 at 7:00 PM

Selectman Santolucito mentioned that there will be a SAD 6 Budget Advisory Committee Meeting next Thursday night at 6:30 pm at Central Office.

  • Public Comments and Questions
Chief Mike Grovo thanked the Public Works crew.  He said their work has been almost non-stop this winter.  They have worked night and day without a break cleaning up after one storm and preparing for the next one.  

Chief Grovo went on to talk about snow on public ways.  He read Title 29, § 2396, paragraph 4 that states “a person may not place and allow to remain on a public way snow or slush that has not accumulated there naturally”.  Chief Grovo said this is a serious hazard that can cause accidents.  The Police Department has been made aware of places where this is happening and the police officers are looking for it.  He reiterated that this is serious and he wants people to be aware that it is a chargeable offense.  He advised people not to do it because they may be charged.  

Chief Grovo said they are also getting a lot of private trucks that are running down the road with their orange lights going.  The law states that the lights may be used only when the vehicle is entering the public way.  If you are plowing a private driveway it is okay to use the lights but as soon as you are done and going down the road you need to shut them off.
